The Health System Scan newsletter deals with the most important changes of Hungarian health care and health policy, including legislation, reforms, and their outcomes. This is the first issue of the newsletter, which will be published every six months. In this first issue we give a general overview about the Hungarian health care reform and its economic background from the change of the regime in 1990. You may use any segment of the publication or any information contained therein if you cite ESKI as the source. The 2002 Barcelona European Council decided to create a European health insurance card which would replace all the current paper forms needed for health treatment in another Member State. Hungarian language summary of the fifty-second session of WHO Regional Committee for Europe held in Copenhagen, 16-19 September 2002. Many Member States in the Region are looking at the role of the private sector and privatisation in the context of the reform of their health systems. This document explores current developments in this field, addresses two elements central to the debate (definitions of terms and the role of the values and ideology), outlines existing evidence and highlights the importance of government stewardship. Its ultimate purpose is to address how WHO can assist Member States in providing evidence and through direct country support.
